SD1 is the agency responsible for collecting and treating wastewater and managing stormwater in the counties of Boone, Campbell, and Kenton, located along the southern bank of the Ohio River, across from the city of Cincinnati. SD1’s service area has in recent years experienced rapid population growth, which has strained the capacity of the region’s sewer systems. At the same time, development has paved over more land for buildings, roads, and parking lots. This has increased the amount of stormwater runoff, since paved, or “impervious,” land cannot absorb stormwater, which instead runs off the surface. Population growth and land development in Northern Kentucky have contributed to numerous sewer overflows from both the combined and the sanitary sewer systems.
